Joey Milkovich is the brother of Mandy and Mickey and the son of Terry Milkovich.
He appears in season one helping Jamie and Mickey attack Ian. Much later in the season, he appears with another boy, possibly his cousin, and teases Lip about Karen having sex with Frank.
